What is SOPA/PIPA??

Hello guys,
I have just become more aware of what SOPA and PIPA are, but I do not fully understand them yet.
From what I have read, it basically says to me that the USA will be censoring a lot of stuff on the internet and so forth.
What gives them the right to control an international utility which provides many services to people worldwide?
Why can't they do what China do like stop their OWN people from using it as such, instead of planning to ruin it for everyone.
Could someone please explain to me what it will actually do if it gets introduced.
(I am sorry if I have any facts wrong, I just quickly scanned over an article).

Well, all info can be found at Wikipedia, which is protesting today. There's a link to a special page explaining everything.

The problem isn't the idea of the law, but the way it is formulated mostly. As it is formulated right now, it allows the US government to take down any site that has illegal content in a very strict way. Especially sites like youtube and wikipedia are in danger because they are unable to monitor the large stream of data coming in 24/7.

Well ı learned enough about the world to not to beleive its just ''against piracy'' thing,(imo) to put it simply,its just limiting your freedom while using ''piracy'' as a tool.
