Banner around some peoples avatars?

I have noticed some of my friends and fellow regular users have banners around their avatars, is this because they are in the council because Im an original council member and regular poster too :P, and I dont have one x).

You should have access to the avatars. Try Settings > Edit Avatar and see if you have council avatars to select from.

The Vbulletin implementation is a little confusing, but as Firemyst mentioned, you should have access to them. There is a drop down under Settings>Edit Avatar which should give you access to the Council Elder Avatars. If you are still having trouble with this lemme know.

Are the people with the borders just Snowblind vets or is there another qualification for it?

They are the original Council of the North members. People got into the council during it's beta status through several means - applying via the website, participating in the forums, attending special real life events, etc.
